Walton County Commissioners vote against a developer building a driveway on our land.

Can the developer control the right-of-way because he is a "member of the public"? No, opening the right-of-way is solely the prerogative of the County and must serve a public purpose limited to roadways and utilities.
Is Lot 173-3 landlocked with no other way out except across the Kidd family property? No, according to the Florida Department of Transportation, Lot 173-3 will be granted a curb cut (turnout) onto US Highway 98 when requested. The owner says he has no interest in applying for a turnout.
